Refreeze baseline - Prevent losing work by clicking on links

Original description

When working with the left-hand column (which is kinda small), we sometimes accidentally click links. This would open the page, force us to go back, but then all our changes are lost.

We suggest to have links open in new tabs, when working in this dialog.

Chosen implementation

• Links to requirements and links inside descriptions of requirements will open in a new tab ("target=_blank"),

• However, we can’t fix the links in the popup. If the popup appears and you click on a requirement, it will go to another page.
