Reduce transactions to 5s instead of 30s (for Soft Upgrade Tasks)

Description

As discussed in https://data-center-ecosystem.atlassian.net/servicedesk/customer/portal/3/DCHELP-969, Atlassian recommends that we reduce our transactions ot 5s.

Places where it should be done:

  • SoftUpgradeTask (the background tasks used to upgrade the data to the newer data mode, they are scheduled 30s-every-3-minutes),

  • ReindexSpaceLongRunningTask

  • Rename long running task,

  • Baselines → Transformed into a background task and applied the transaction change.

New behavior for the upgrade task

Starting from RY 3.0.10, the background upgrade tasks will last for 5 minutes, but they will be split into 5-second increments.
